The concept of Jokowinomics

Arif Budimanta Pemikir dan Penulis - A new leader always brings new hope. Similarly, president-elect Joko “Jokowi” Widodo has brought new hope to the people through his planned economic programs, as summarized in his vision and mission promoted during the election campaign. 

We call his economic concept Jokowinomics, the foundation of all economic policies during his five-year term, starting from Oct. 20.

A major theme of the concept is to change the pathway for Indonesian sovereignty, independence and personality. The pathway that has been chosen is Trisakti.

Under this concept, the goal to be achieved from every economic policy is the increased prosperity of Indonesian society, which is politically sovereign, economically independent and culturally distinguished.

Trisakti is the spirit blown into every economic policy made to strengthen the national economic foundations, which are currently weakening.

The weakening process is shown by certain economic and welfare indicators such as those reflected in the Indonesian Human Development and Economic Competitiveness indices, which are lagging behind the major countries in the region, in the imbalance between community groups and the imbalance in development between regions, the trade deficit, the rupiah exchange rate depreciation and declining fiscal liquidity, as shown by the widening primary budget deficit in the last three years.

Acceleration is needed to reinforce economic foundations. Therefore, Jokowinomics necessitates a mental revolution as a revitalization strategy for the future of Indonesia’s economy, starting with building the character and productivity of Indonesian human resources as well as revamping and improving governance of the economic system so as to make its structure more competitive.

The concept of Jokowinomics shows that Jokowi is not anti-market; on the contrary, the market needs to be won and captured so that independence can be achieved.

The concept of Jokowinomics begins with building the periphery. This means that economic development starts from the weakest regions, whether the weakest in terms of area, region or human resources. At this point, the role of the state is important to empower the weak and lift them from their backwardness.

Strengthening the economic foundations in the weakest regions of the country is the purpose of the state. Improving the weakest human beings will give rise to hope. 

Building from the periphery also significantly strengthens the accessibility of peripheral regions. 

Easing accessibility will make the whole lane between the main economic locus with the suburbs well connected.

This interconnection requires adequate infrastructure. The development of infrastructure is a catalyst for economic growth and regional development. Renewal of regional infrastructure will open up new growth centers that will be spread evenly, spreading national economic progress across the country.

Construction of new infrastructure will significantly aid the development of maritime regions. Many areas that have economic potential in maritime resources but remain untapped will be developed into centers of economic distribution.

Jokowinomics also focuses on food sovereignty. This does not mean only an increase in agricultural production, but also a major improvement of agricultural infrastructure. Dams and irrigation facilities will be replaced and rebuilt. Agricultural production also requires the development of new areas of quality food producers. Dependence on imports should be decreased. Agricultural development will be done with a holistic approach and will be linked with other areas. 

On the other hand, every step of development inevitably requires energy. On that basis, energy reserves should be optimally utilized to fulfill the needs of national development. Energy policy should be implemented consistently.

The availability of reliable energy has become a key to sustaining growth in many countries. Indonesia has lagged behind in providing energy to improve the capacity of national industry. Increase in supply and expansion of national energy distribution networks will improve the performance of the manufacturing industry.

Efforts to rehabilitate and reform the national infrastructure require a lot of government investment. Therefore, sources of financing for development should be sought. Savings and efficiency of state expenditures need to be built.

Fiscal policy should be managed in accordance with the goal of the state. Every penny of revenues and expenditures must be measured in order to achieve social justice for all Indonesian people.

With these three national developments, namely the improvement of economic infrastructure, building food sovereignty and the modernization of energy sources, Indonesia will achieve a higher growth rate.

Many people have awaited change in the direction of development. National and foreign investors have long waited for these policy changes.

These changes can happen only if there is strong support from government officials. The bureaucracy must renew itself to be ready to serve the interests of the national economy. It should also be supported by genuine integrity. A paradigm shift in work ethics is a prerequisite to changing the pathway initiated through Jokowinomics.
